Harry W. MacDougald is co-managing partner of Caldwell, Propst & DeLoach, LLP in Atlanta, Georgia. He has 33 years of litigation experience in state and federal trial and appellate courts. He has been involved in approximately 40 reported appellate decisions.
From 2009-2014, MacDougald was part of the legal team fielded by the Southeastern Legal Foundation to challenge the science of the GHG Endangerment Finding. He was the primary author of several science-based briefs or portions or briefs submitted throughout that litigation. He argued the science issues before a very hostile DC Circuit in Coalition for Responsible Regulation v. EPA.
MacDougald was the principal author of a science-based amicus brief on the topic of global warming in the case of American Electric Power v. Connecticut, on behalf of Ross McKitrick, Patrick Michaels and Laurence Gould.
